Marriott is building 120 rooms in Kutaisi and an international brand is converting 122 at the former Sanatorium Tbilisi in Tskaltubo — EUR 58 m between them, committed before the new runway opens. The Tskaltubo gaming advantage

Tskaltubo is one of Georgia's designated zones where the gambling permit fee — roughly GEL 5 m (≈USD 1.8 m) a year elsewhere — is waived. It is the single largest recurring cost advantage available to this site: combined with a hotel, it supports a resort-casino product aimed at regional fly-in demand.

Treated here as optionality, not as the core case. Statutory basis: Law of Georgia on Licence and Permit Fees, art. 7(10¹) — casino permit fees are waived across Tskaltubo Municipality. Current force for 2026 should still be confirmed by a Georgian gaming lawyer, and gaming policy can change in a single parliamentary session. No scenario above depends on it.

EU trajectory and politics
Accession talks are on hold until at least end-2028 and visa-free travel for Georgian official passports was suspended in March 2026. Ordinary visa-free travel and the DCFTA remain in force — EU and UK arrivals set an all-time record in H1 2026 (+23.4% y/y) — and Asian source markets are growing fast (China +48.6%, South Korea +67.2%, Q1 2026). The asset is priced for the risk.
Single-carrier dependence
Wizz Air carries the large majority of Kutaisi traffic — ~6,800 flights and 1.8 m+ passengers in 2025. The wide-body runway opens the airport to charter, Gulf and cargo carriers, and the use mix does not rely on airline seats alone.
Seasonality
Spa, MICE, logistics and crew demand carry the shoulder months; the technology hub adds year-round non-tourist demand.
Execution
Phasing, and a brand or operator agreement signed before construction starts. The runway schedule has already slipped once — from spring to autumn 2026 — and the plan assumes late 2026, not sooner.
